There's a difference in price depending on your location in the world. US-based sites do not include the VAT that are paid in the EU and that explains the difference in price.

I suppose you refer to the setting in the "Keys and Root movement"? What you choose here is the range of the root tone. As a chord can be two octaves or more, the actual tone ranges is the full range of the piano.
