Can't change legend in exercise control settings

When I am making exercises for my students with the tutor I can't change the legend in the exercise control settings .I can't mark or unmark for example forced disabled/ user may choose/ forced enabled.
Do I have to make some program changes . I have already tried as teacher, as administrator . But neither will work.
Is this supposed to be unchangeble .

But it is still a great program. My students love to work with it and they are improving their scills on eartraining.

The "Legend" is the reference that describes what the symbols look like. You are not supposed to change the legend it self. The option you can change are in the "Answer input", "Exercise control" and "Options" boxes below the legend.
